In my opinion the software should be easy to use through a web interface
or by email, allowing each contributor to choose how to use it as he/she
sees fit. Command line usage might potentially be useful, too, though I
can't speak to this for trackers as well as Quintus.
I generally use both email and web interfaces for project tracking
software myself, though I do use web a bit more.

using the web interface. What is convenient varies based on the situation.

our workflow and only on a secondary level is easy to use for non-core
The usability of our tracking system can have a minor effect on whether new people choose
to get involved with the team, so it is important to consider other users. I do agree
that the workflow favored by the core team members tends to take a bit more importance.
