Maybe referencing other ticket by ticket number?
GitHub has this, but it is a fairly rough implementation. It does not
track this as ticket metadata, so queries like "give me all issues that
depend on this issue" are impossible. It is a nice-to-have, though, not
a hard requirement, at least in my opinion. Different opinions?

Gogs has labels.
We’ll have to rework our label structure for that. I thought of labels
more like tags, but since I saw how the SFML people label their tickets,
I think it’s possible to abuse labels for priorities and even other
metadata. I’d prefer a more readable structure of the labels than that
of the SFML team, though.
This will be done on some LDAP registration webpage, I don't know
software to use for that.
If there’s software for that, we can use it, but otherwise the LDAP
maintenance page can either be incorporated into an existing software
(as it was with CEGUI in their forum) or be written ourselves, because
it is a really thin application that does not do more than 1)
registering 2) password reset and profile changes 3) account deletion.
