I have made bad experiences with Redmine forks earlier (with
ChilliProject for example). Redmine is a large and complex programme,
and it needs a lot of developers. Redmine itself has proven over the
years to be solidly maintained, and it has a large community. I am not
willing to support use of any fork of it that is not backed by the same
level of energy.
Simply because some other project comes there and polishes some of
Redmine's UI I will not recommend any switch. Instead, I would have
appreciated if they had contributed their polished UI back into Redmine
itself (except that I find SPAs a terrible experience on their own). And
by the way, much can be done by theming; the appearently drastically
different look is mainly based on Redmine's already existing theming
facility (apart from the question of better mobile UI, but as said, why
not have that go back into Redmine?). We should be able to get a good
custom Redmine theme into place as well.
There is no choice other than GPLv3, because Redmine is itself GPLv3.
